The problem is probably caused by an error during the installation process by Anastasiy’s extension manager—the plugin file is missing. Check if you have it in the directory "C:\Program Files\Adobe\Adobe Illustrator 2023\Plug-ins\" - it looks like you don’t; there should be the "LTTR.INK.AdobeIllustrator.aip" file.
You can also check where the panels are installed "C:\Program Files (x86)\Common Files\Adobe\CEP\extensions\"- it looks like the panels are there.
